About the Role:

The Medical Director, Psychiatry and Behavioral Health (MD, PBH) is responsible for providing oversight to behavioral health programming in the market. In partnership with the Market Medical Director and the Manager of Behavioral Health, the Medical Director of Psychiatry collaborates with our health plan partners, and leads the development and refinement of clinical practices, policies and programming related to behavioral health. The role works collaboratively with an interdisciplinary team of clinical and non-clinical leadership to support the market.

The MD, PBH also provides comprehensive behavioral health care, including assessments, diagnosis, treatment recommendations, treatment planning, clinical treatment, medication management, and follow up planning. The MD, PBH provides members with a necessary bridge to ongoing behavioral health services in the community and manages the most behaviorally complex patients in their market.

Responsibilities:

Strategy

  • Develop and implement cost of care initiatives based on segmentation and other population health drivers and partner with your local care teams to further evaluate and iterate initiatives to support high quality member care, for both consented and pre-consented members

  • Partner with Cityblock’s Data and Analytics and Population Health teams to understand and map solutions to address drivers of utilization and translate this information to local care teams for iteration of potential data-driven solutions

  • Lead clinical quality improvement initiatives that may span multiple locations and that focus on HEDIS, contracted or other determined behavioral health clinical quality metrics, in partnership with Cityblock’s Quality Improvement team

  • Decrease unnecessary hospitalizations, emergency room visits, and unnecessary speciality referrals

Case Review and Education

  • Participate in case conferences to bring a psychiatric lens to member care

  • Support care team in developing members’ care plans when behavioral health interventions apply

  • Guide clinical team on complex clinical cases. Be available for escalation questions at the point of care.

  • Participate in the delivery of educational content around behavioral health, and integration of primary and behavioral health needs, across the entire care team including non-clinical staff

Clinical Care

  • Conduct psychiatric evaluations for members referred to BH or identified through segmentation and develop comprehensive biopsychosocial formulations and treatment plans

  • Conduct visits for medication bridging for any member, and provide medication management for high- or risking-risk members

    • Prescribe, as clinically indicated, psychiatric medications, including Medication Assisted Treatment, Long-Acting Injectable medications, Clozapine and certain controlled substances

  • Complete comprehensive, compliant diagnosis capture

  • Address contracted and company prioritized quality gaps and ensure proper chart documentation and codes (ICD or CPT) are included in the encounter as supporting evidence of gap closure

Follow-Up

  • Work with members until they are stabilized in the community

  • Support care team providers prescribing psychiatric medications and/or Medication Assisted Treatment

  • Collaborate with the care team to determine need for member placement in a different program (e.g., lower or higher intensity programs)

  • Facilitate behavioral health and SUD referrals with internal and external providers and develop strong relationships with community and external providers

  • Support members in achieving their behavioral health care plan goals

Partner and Network Management

  • Attend external meetings and activities to further the business goals of the organization

Operations

  • Work a full-time week and be prepared to join the Cityblock on-call schedule as needed. You may need to work outside of regular business hours to execute on the market’s clinical or business needs.

  • Utilize our care facilitation, electronic health record and scheduling platforms as needed to collect data, document member interactions, organize information, track tasks, and communicate with your team, members, and community resources

  • Cross cover other Cityblock markets in your division

Requirements for the Role:

Job Requirements:

  • MD degree required
  • Specialty in Psychiatry
  • Certification: Board certified in Psychiatry
  • License: MD, DEA licensure (or willingness to acquire)
  • At least 2 years of post-residency experience, with some clinical leadership experience preferred
  • Credentialed role

Skills Required:

  • Comfortable using technology to support members without in-person contact (telephone and text etiquette, virtual visit platforms, scheduling platforms etc.)
  • Understanding of how to use electronic health record systems and/or care facilitation platforms to ensure accurate documentation
  • Proficient in collecting member clinical and demographic data and documenting appropriately in a timely manner
  • Extensive experience in, and able to educate on, Motivational Interviewing, Cognitive Behavioral Therapy and Trauma informed Care principles
  • Extensive experience in applying, and able to educate on, Behavioral Activation Therapy and/or problem solving treatment in practice
  • Comfortable providing short-term therapy
  • Able to model and teach these principles to the team
  • Strong problem solving skills - can make difficult decisions and knows when to collaborate with other team members
  • Able to provide creative solutions to challenges within the healthcare system that are impeding optimization of members’ care and health
  • Analytical and empirical -- focused on optimizing return on investment of resources against stated objectives.
  • Knowledgeable about what drives outcomes in this space.
  • Have a growth and learning mentality, ability to think outside the box, go outside the bounds of “traditional” responsibilities.
  • Adaptable to change and prepared for frequent, fast-paced changes and shifting priorities
  • Cross cover other Cityblock markets in your division
  • Experience building and implementing new or evolving programs and processes
  • Understands company Objective and Key Results and contributes to program strategy through data-driven approaches.
  • Play a lead role in monitoring, evaluating, and driving quality improvement activities across hubs, home-based care, and virtual care.
  • Oversee and be accountable for the performance of in-market behavioral health programs.
  • Has experience building and managing clinical programs.
  • Ability and experience supervising APCs

We take into account an individual’s qualifications, skillset, and experience in determining final salary. This role is eligible for health insurance, life insurance, retirement benefits, participation in the company’s equity program, paid time off, including vacation and sick leave. The actual offer will be at the company’s sole discretion and determined by relevant business considerations, including the final candidate’s qualifications, years of experience, skillset, and geographic location. The expected salary range for this position is:

$191,828 – $280,000
